SEA Interim Monitoring Report for the Cork City Development Plan 2022-2028 Two-Year Progress Review
Section 3 SEA Monitoring Measures The SEA Environmental Report and SEA Statement prepared for the Cork City Development Plan 2022- 2028 describe the measures envisaged concerning monitoring the likely significant environmental effects of implementing the Plan. Monitoring is based around indicators that allow quantitative measures of trends and progress over time relating to the Strategic Environmental Objectives that were used by the 2021/2022 SEA of the Plan to assess the likely significant environmental effects of implementing the Plan. Indicators are accompanied by targets, which were identified with regard to the relevant strategic actions. Monitoring measures are selected to reflect the character and detail of the City Development Plan and are intended to be used to capture whether or not the predictions made by the 2021/2022 SEA of the Plan correspond with the environmental effects occurring when the Plan is implemented. These measures also allow for the identification of any unforeseen or unintended adverse effects resulting from the implementation of the Plan. As identified in the 2021/2022 SEA of the Plan, the Council is responsible for the ongoing review of indicators and targets, collating existing relevant monitored data, the preparation of monitoring evaluation reports, the publication of these reports (reports will be made available to the public) and, if necessary, the carrying out of remedial action. The indicators and targets from the 2021/2022 SEA of the Plan have been reviewed and updated as relevant for this two-year progress review stage in order to take into account issues including updates to legislation, Variation No. 1 to the Plan, input from the Planning Team and new and emerging knowledge, such as that relating to climate, biodiversity and active travel/sustainable mobility. Table 3 provides the updated indicators and targets. Sources for indicators may include existing monitoring databases (including those maintained by planning authorities and national/regional government departments and agencies) and the output of lower-tier environmental assessment and decision making (including a review of project approvals granted and associated documents and the output of any EIA monitoring programmes).
