c. 22 kt CO 2 eq or c. 2% of total emissions from the waste sector Although emissions data is available and published for 2018, it has not been issued for any of the years since adoption of the Plan. The data will be updated in the coming year to allow more accurate monitoring of the City’s emissions. When available, future data on emissions can be used to inform future reporting on the monitoring of the Plan over the coming years. With respect to energy: Cork City, like the rest of the country, continues to see a marked increase in energy efficient upgrades of owner-occupied homes (National figures show a 76% increase in upgrades to 47,900 homes in 2023). As of 30 th April 2024 5,364 of 57,540 pre-2011 homes in Cork City have been upgraded with a SEAI grant. There has been a noticeable increase in the number and pace of installation of solar PV on homes, as well as heat pumps. 1,238 domestic solar PV systems are now installed on Cork City homes and 2,835 heat pumps. As of 30/04/2024 there were 844 private electric vehicles registered in Cork City, 238 commercial vehicles and 724 private chargers in homes. No issues have been identified that would indicate: that effects do not correspond with the predictions of environmental effects made by the 2021/2022 SEA of the Plan (see Section 2 of this report); or unforeseen effects arising from implementation of the Plan, alone or in combination with other plans or programmes. 4.6 Material Assets In advance of the Plan coming into effect, Uisce Éireann was responsible for the collection, treatment and disposal of waste water where public wastewater facilities exist. Uisce Éireann was also responsible for providing and maintaining adequate public water supply infrastructure throughout the City. Cork City Council supported and collaborated with Uisce Éireann in their undertaking of their responsibilities. Any permission granted can be connected to and appropriately served by wastewater treatment. All applications for individual Wastewater Treatment Systems are required to conform with Environmental Protection Agency’s ‘Code of Practice doe Domestic Waste Water Treatment Systems (population equivalent <10)’ (2021) and the requirements of the Environmental Health Office. A detailed site investigation report, to include percolation and water table tests certified by a qualified person is required to be submitted with any Planning Application and a suitable trial hole is also required to be made available for inspection. All such applications are referred to the Environmental Health Office who provide an individual report for each application. This ensures that there is no negative impact on any surface or ground water. The Planning Authority works closely with Uisce Eireann in Facilitating, as appropriate, Irish Water in developing water and wastewater infrastructure. Uisce Éireann continue to be facilitated in developing water and wastewater infrastructure as relevant and appropriate. The Planning Authority are engaged with Uisce Éireann under a Support Service Agreement for the delivery water services. Uisce Éireann continues to be responsible for the collection, treatment and disposal of waste water where public wastewater facilities exist. Uisce Éireann also continues to be responsible for providing and maintaining adequate public water supply infrastructure throughout the City. Cork City Council continues to support and collaborate with Uisce Éireann in their undertaking of their responsibilities. As identified by the Central Statistics Office’s 2022 Census data, in 2022, c. 19.2% of the City’s population aged 5 years and over regularly travelled to work, school or college on foot or by bike, while c. 52.3% travelled by car (includes car passengers). These levels are comparable to levels seen in other local authority areas that have a mix of urban and rural land uses.
