SEA Interim Monitoring Report for the Cork City Development Plan 2022-2028 Two-Year Progress Review
Interventions benefitting the protection and management of material assets are being made by the Council at both strategic and project levels through various initiatives, including: land use planning; supporting and collaborating with Uisce Éireann; regeneration projects; active travel and sustainable mobility interventions (refer to detail provided under subsection “Active Travel and Sustainable Mobility” above); and Development Management. No issues have been identified that would indicate: that effects do not correspond with the predictions of environmental effects made by the 2021/2022 SEA of the Plan (see Section 2 of this report); or unforeseen effects arising from implementation of the Plan, alone or in combination with other plans or programmes. 4.7 Cultural Heritage Plan measures concerning cultural heritage (archaeological and architectural) are being implemented and are positively impacting upon the protection and management of cultural heritage. Interventions benefitting the protection and management of cultural heritage (archaeological and architectural) are being made by the Council at both strategic and project levels through various initiatives, including: land use planning; regeneration projects; and Development Management, including assessment in line with the Architectural Heritage Protection, Guidelines for Planning Authorities (Department of Arts, Heritage and the Gaeltacht, 2011) and the relevant Plan provisions, ensuring that best conservation practice is adhered to. No issues have been identified that would indicate: that effects do not correspond with the predictions of environmental effects made by the 2021/2022 SEA of the Plan (see Section 2 of this report); or unforeseen effects arising from implementation of the Plan, alone or in combination with other plans or programmes. 4.8 Landscape Plan measures concerning the landscape are being implemented and are positively impacting upon the protection and management of landscape designations. The City Development Plan 2022-2028 includes a number of landscape protection provisions such as Landscape Preservation Zones, Areas of High Landscape Value and Scenic Routes. Chapter 6 ‘GBI, Open Space and Biodiversity’ include a number of policies which are used to effectively assess and ensure that these areas are referenced in development management planning reports when relevant for planning permissions. All policy objectives within this chapter are used by the planning authority in dealing with planning applications which may have an impact on the landscape to ensure that there is no adverse impact on the landscape resulting for an approved planning permission. Furthermore, Cork City Council is in the process of preparing the scope of an Open Space Strategy that will include further information on the following (as described in Objective 6.17 of the Plan): Delivery of site-specific requirements, standards and enhancements set out in the Green and Blue Infrastructure Strategy; An updated Landscape Character Assessment (see objective 6.10); An Open Space Assessment; and Habitat and Species mapping and analysis. No issues have been identified that would indicate: that effects do not correspond with the predictions of environmental effects made by the 2021/2022 SEA of the Plan (see Section 2 of this report); or unforeseen effects arising from implementation of the Plan, alone or in combination with other plans or programmes.
