Obj 5.4: Coordinated Regional Action on Climate Change
To support the Southern Regional Assembly, the Climate Action Regional Office (CARO) and relevant stakeholders in preparing a Regional Renewable Energy Strategy.

To support and encourage opportunities for renewable energy, climate change adaptation or climate change mitigation research and pilot projects across the City.

To lead in the identification and implementation of a Decarbonising Zone within Cork City through engagement with local communities and other relevant stakeholders.
To support sustainable energy generation projects and pilot schemes where such proposals adhere to any relevant national or local guidelines and guidance and do not significantly impact on the surrounding environment including biodiversity, water quality and flood risk, air quality, noise pollution, transport safety (including air travel), natural, built and cultural heritage, landscape character and residential amenity.
To lead on the preparation of the Cork City District Energy Action Plan in partnership with Energy Cork and in consultation with the SEAI, SRA and CARO.
To manage, protect and enhance the Green and Blue Infrastructure assets of Cork City in line with the Cork City Green and Blue Infrastructure Strategy set out in the Development Plan, and to support the actions, opportunities and projects identified in the Cork City Green and Blue Infrastructure Study 2021. a. To protect and enhance the City’s tree and urban woodlands in public and private ownership. Cork City Council will seek to survey, map and maintain existing important individual and groups of trees, using Tree Preservation Orders as appropriate. b. To encourage the planting of new urban woodlands and trees where appropriate throughout the City and particularly where there are deficiencies in tree coverage as identified in the Cork City Green and Blue Infrastructure Study. c. To support the preparation of a City Tree Strategy which provides a vision for longterm planting, protection and maintenance of trees, hedgerows and woodlands. d. To support retaining existing trees and the planting of new trees as part of new developments subject to care on the species of tree and the siting and management of the trees to avoid conflict with transport safety and residential amenity in particular. e. To promote the planting of pollinator friendly native deciduous trees and mixed forestry to benefit biodiversity. Cork City Council will undertake a City Landscape Strategy during the life of this Plan to ensure that the management of development throughout the City will have regard for the value of the landscape, its character, distinctiveness and sensitivity. To preserve and enhance the character and visual amenity of Landscape Preservation Zones through the careful management of development. Development will be considered only where it safeguards the value and sensitivity of the particular landscape and achieves the respective site- specific objectives, as set out in Tables 6.6– 6.10. Cork City Council will seek to prepare a citywide Open Space Strategy during the life of this Plan to ensure that Cork City has a framework to define strategy, projects and standards to ensure that Cork City will have an excellent network of open spaces to meet the needs of its residents. The strategy shall include the identification of existing, emerging and future GBI route networks within the city’s neighbourhoods, urban towns and hinterland area. Extensions and connections to the metropolitan GBI network shall also be investigated and planned for. a. To ensure that all residents have access to neighbourhood scale outdoor and indoor active sports recreational and play infrastructure within their neighbourhood or in accessible locations. b. To protect and retain the range and quality of existing active recreation infrastructure within the City by applying a presumption against the loss of land zoned for Sports Grounds and active recreation purposes to other forms of development. c. To support the development of active recreation infrastructure (including outdoor and indoor facilities) in Cork’s City Parks while also ensuring the continued improvement of their passive recreational offer, natural setting and biodiversity credentials. d. Active recreation and play infrastructure should meet current and future growth needs of the City and shall incorporate universal design principles to ensure accessibility for all ages and abilities and which is designed in a manner to reduce anti-social behaviour and shall be accessible by sustainable means of transport such as walking, cycling, greenways and public transport. e. To develop a robust feasibility study to examine the provision of sports facilities including multi-use community activity hubs, indoor and outdoor swimming pools, indoor sports facilities and artificial grass pitches. f. To require new residential developments over 10 units and other major developments to meet those active recreation needs generated by the development with the provision of appropriate active recreation infrastructure.

To commission a river use and management plan to: a. Examine the commercial and recreational potential of the River Lee and Upper Harbour area for all users (i.e. general public, visitors and tourists).

b. Identify essential infrastructure and appropriate locations for the delivery of this infrastructure in partnership with key stakeholders, such as a new public slipways, pontoon and additional facilities.
