CCC CDP 2022-2028 2 Year Progress Report

[ Cork City Development Plan 2022-2028, Section 15(2) Two-Year Progress Report ]

Note on reference to Sustainable Development Goals (SDGs) in this report

The City Development Plan sets out how its strategic objectives and themed chapters align with the SDGs. While there are currently no mandatory requirements for incorporating SDGs into development plans or on reporting on SDG alignment in planning frameworks, and SDGs are not normally considered in section 15(2) progress reports on development plans, it is useful to consider how the Plan policies and objectives contribute to progressing SDGs at the local level. Background There are 17 Sustainable Development Goals (SDGs) with 169 associated targets set by the UN General Assembly in 2015 as part of the UN 2030 Agenda for Sustainable Development (adopted under resolution 70/1 of 25/09/2015). These SDGs serve as a blueprint to achieve better and more sustainable development for all. Ireland has been a signatory to the SDGs since 2015 and has committed to achieving the SDGs in the ‘Sustainable Development Goals National Implementation Plan 2018-2020’ and more recently in ‘Ireland’s Second National Implementation Plan for the Sustainable Development Goals 2022-2024’.

SDG Localisation SDG localisation is the process of transforming the SDGs into reality at the local level, while aligning with national frameworks and community priorities (https://sdglocalization.org/). While the SDGs are global, their achievement depends on our ability to make them a reality in our city. All of the SDGs have targets directly related to the responsibilities of local governments, which is why local governments must be at the heart of the 2030 Agenda. Localisation relates to how the SDGs can provide a framework for local development policy and to how local governments can support the achievement of the SDGs through action from the bottom up and to how the SDGs can provide a framework for local development policy (https://sdghelpdesk.unescap.org/e-library/localizing-sdgs- strategies-and-plans). “Using the global goals at local level involves designing actions that contribute to the individual objectives, while monitoring progress accordingly. Used as a policy making tool, the SDGs can help cities to develop better and more coherent policies and plans for an integrated urban development.” URBACT, Localising the 2030 Agenda
