Local authorities and SDGs Local Authorities are recognised as one of Agenda 2030’s nine major groups which play a crucial role in sustainable development. Agenda 2030 also highlights the role of local authorities in sustainable urban development and recognises that sustainable urban development and management are crucial to the people’s quality of life (2030 Agenda, paragraph 34). According to the OECD, it has been estimated that over 65% of the Sustainable Development Goals' targets need the active involvement of local and regional governments. Integrating SDGs into local authority work is one of the Irish Government’s five strategic objectives set out in ‘Ireland’s Second National Implementation Plan for the Sustainable Development Goals 2022-2024’ (see ‘Action 32’ below). This includes embedding the SDGs in local planning frameworks. Development plan objectives are powerful tools for local authorities to support the local achievement of the SDGs.

The ‘Development Plan Guidelines for Planning Authorities 2022’ set out that by ensuring good policy alignment with EU, national and regional policy and the UN SDGs, development plans can drive investment that is targeted towards identified priorities and leverage funding and partnership opportunities at a local level (see section 1.5 of the Guidelines).

SDGs in the Cork City Development Plan 2022 The City Development Plan recognises that its policies and objectives can support the achievement of SDGs, and consequently assigns particular significance to the SDGs. The Plan structure of 9 Strategic Objectives and 364 specific development objectives is framed to support the SDGs. Paragraph 2.7 sets out that the Plan is designed to ensure Cork City can play its role in supporting the delivery of the SDGs. Paragraph 2.11 clarifies that the Plan’s 9 Strategic Objectives connect directly to the SDG’s and the 10 National Strategic Outcomes (NSO’s) in the National Planning Framework. Objective 2.1, the first numbered objective aside from the 9 Strategic Objectives, addresses the SDGs.

OBJECTIVE 2.1 United Nations Sustainable Development Goals

To integrate the UN SDGs and the NPF’s National Strategic Outcomes into land use planning and management of Cork City through specific development objectives that will be monitored and reviewed.

The tables on pages 16-18 of the Plan set out how the 9 Strategic Objectives align with the SDGs. Each chapter is aligned to a Strategic Objective, and the Plan sets out how it aligns with the SDGs. The suite of objectives and the themes addressed in the Plan are all framed to consider the SDGs, along with the National Strategic Outcomes of the National Planning Framework and Regional Planning Objectives of the Southern Regional Spatial and Economic Strategy.
