The ‘Development Plan Guidelines for Planning Authorities 2022’ presents the City Development Plan’s Green and Blue Infrastructure Strategy as a case study for its approach in enabling strategic investment in projects addressing biodiversity and climate action which aligns with the SDGs.

Reviewing how the City Development Plan impacts on SDGs While there are currently no mandatory requirements for incorporating SDGs into development plans or on reporting on SDG alignment in planning frameworks, it is clear that the SDGs provide a blueprint for achieving a more sustainable future, that SDGs are particularly effective when localised, and that local authorities have a crucial role in sustainable urban development. Ireland’s national and regional planning frameworks all align with the SDGs, and the Government has prioritised the incorporation of the SDGs into all new city and county development plans and other strategic frameworks, such as the local economic and community plans. Monitoring SDGs can be an extensive undertaking that considers the various indicators for each of the 169 SDG targets. This is instead an entirely discretional high-level strategic policy update provided as a useful note to indicate how the Plan objectives contribute to progressing SDGs at the local level. The methodology comprised an objective analysis of each of the 169 SDG targets to determine which of these applied in a contextualised manner to the City Development Plan. 52 of the 169 SDG targets were identified as being applicable to the Plan, spanning all 17 SDGs. While it is not possible to monitor every aspect of a development plan, 110 of the City Development Plan’s 364 objectives were identified in the Plan to be monitored (see the two-year progress report for more detail). Plan objectives were then mapped to each of the 52 targets, focusing on the 110 monitored objectives. This approach provides a more granular view, showing how the Plan objectives contribute to achieving the broader goals at a strategic policy level.
