A summary of how the City Development Plan impacts on each SDG is provided below, having regard not only to those Plan objectives identified for monitoring, but the wider Plan and its supporting strategies. The targets under each goal most relevant to the Plan are referenced. The main body of the section 15(2) two-year progress report contains the salient detail of the relevant monitored objectives, which may be referenced, but is not repeated in full, below. Some of the individual SDG targets specify a date of 2020, but for the purposes of this high-level strategic policy update this is disregarded. Note on SDG relevance to development plans It is important to note that a city development plan has a specific purpose set out in statute. It sets a strategic framework for the development of the city and enables sustainable development in a participatory, plan-led approach. Development plans must also comply with legislative requirements, Ministerial Guidelines and various European Directives. Consequently, it has more applicability to some of the SDGs and less so for others. This is normal for a statutory document with a finite remit. The 169 SDG targets are not specifically related to urban planning or development plans. However, following the URBACT approach set out in “Localising the 2030 Agenda”, policies and actions designed with the SDGs in mind and can help to improve urban development policies and plans.

High-level Strategic Policy Update

As this high-level strategic policy update is appended to the two-year progress report on the City Development Plan it focuses only the Cork City Development Plan 2022-2028 and the two- year period since August 2022 when the Plan came into effect. This is not a review of the wider performance of Cork City Council in achieving the SDGs.
