Plan 2022-2028 and found that the development objectives set out in the plan were consistent with these guidelines. While also dealing with residential separation distances, private open space and car and cycle parking, the guidelines set out a residential density framework and a methodology of local refinement based on location, accessibility to services, and consideration of character, amenity and the natural environment. A bespoke urban density and building height strategy was carried out to inform the City Development Plan which included a rigorous process of local refinement. The City Development Plan contains a suite of objectives aimed to protect and enhance cultural and natural heritage. The Cork City Council Heritage and Biodiversity Plan 2021-2026 is the primary vehicle under the City Development Plan for advancing actions to enhance, promote and protect our city’s cultural, built and natural heritage. See SDG 14 and 15 below for more details on natural heritage. Objective 7.25 relates to sustainable tourism, and Cork City Council manages several arts and cultural programmes with partners that have tourism benefits, including the St Patrick’s Festival, Culture Night and the GLOW festival in the City Centre.

Target 11.6 is linked to targets under SDG 3 (air, water and soil pollution), 12 (circular economy and prevention, reduction, recycle and reuse of waste), 13 (climate action) and 16 (accountable strategic governance).

SDG 12: Ensure sustainable consumption and production patterns

Targets under this goal relevant to the City Development Plan: Target 12.2 By 2030, achieve the sustainable management and efficient use of natural resources. Target 12.5

By 2030, substantially reduce waste generation through prevention, reduction, recycling and reuse.

The City Development Plan is essentially a city-wide strategy for sustainability. A suite of objectives in chapter 9 relate to the efficient and sustainable use and management of natural resources including renewable energy. The Plan supports the circular economy at a strategic level, for example in Strategic Objectives 4 and 8. Objective 9.12 relates to waste management and seeks to encourage reuse and recycling and support the regional waste management plan and national waste management plan for the circular economy. This approach is threaded through the Plan from the strategic to the site and building level, for example in the case of Objective 11.3 which requires inter alia housing to be designed to support the separate collection of dry recyclables, food and residual waste.
