Chapter 1 of the City Development Plan sets out how it is a product of accountable, transparent, local level participatory and representative decision-making. Chapter 3 addressees inclusivity and supports cultural diversity, a safe and secure city and the universal design approach. The City Development Plan has a number of objectives supporting partnerships and programmes addressing inclusivity such as Age-Friendly City (for older people) and Child-Friendly City and the Playful Paradigm. In considering this SDG the City Development Plan should not be read in isolation but in the context of a broader suite of policies, strategies and plans addressing inclusivity in Cork City, including the Local Economic and Community Plan (LECP) which the City Development Plan supports under Objective 3.15.
SDG 17: Strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development
Targets under this goal relevant to the City Development Plan: Target 17.14 Enhance policy coherence for sustainable development. Target 17.17 Encourage and promote effective public, public-private and civil society partnerships, building on the experience and resourcing strategies of partnerships. City Development Plan Objective 2.1 relates to integrating the UN SDGs and the National Planning Framework’s National Strategic Outcomes into land use planning and management in Cork City. Objectives 2.2-2.7 align Cork City Council and the City Development Plan to the National Planning Framework, National Development Plan, Southern Regional Spatial and Economic Strategy and Cork Metropolitan Area Strategic Plan. The City Development Plan has objectives relating to coordination and cooperation with a wide range of public, private and civil society bodies, including the community sector (e.g. Public Participation Network), academia (e.g. UCC and MTU), state- sponsored development bodies (Land Development Agency) and the European and international spheres (UNESCO Learning City, WHO Healthy City). On 28th April 2022 Cork was announced one of Europe’s first climate neutral cities under the EU Mission for climate-neutral and smart cities by 2030. This is not referenced in the City Development Plan as the announcement was made too late in the plan-making process, however climate and the environment are cross-cutting themes that transcend all chapters in the Plan and coordination with the Cork City Climate Action Plan ensures strong local policy coherence for sustainable development.
