SECTION 3: SPATIAL DEVELOPMENT DATA
The City Plan sets out nine Strategic Objectives (SO’s) to guide future development of Cork City. The Core Strategy focuses on delivering SO1: Compact Liveable Growth. This is defined as delivering compact growth and a sustainable 15-minute city of scale with integrated communities, walkable neighbourhoods, dockland/brownfield regeneration, infill development and strategic greenfield expansion adjacent to the existing city. The City Plan’s Core Strategy Map and Table (City Development Plan Figure 2.20 and Table 2.2) set out a land use strategy for Compact Liveable Growth for the plan period and beyond. NPF 2040 population targets are distributed within the city to enhance and grow the existing network of neighbourhoods, towns and communities. The strategy provides the rationale for land use zonings and area and site-specific objectives during the plan period and beyond. This section tracks data and key indicators to allow for a greater understanding of progress made to date. Maps, tables and charts are used to track how City Plan objectives, consistent with National and Regional objectives and investment priorities, are being delivered in the city. The location, scale and types of residential development planned and delivered in the city since the plan’s adoption are also assessed.
Summary of Findings
• Cork City’s population grew by 6.2% from 2016 to 2022, marginally below the national average growth rate of 6.6%. • The Southeast (24%), Southwest (19%) and Northwest suburbs (13%) and the City Centre (14%) have the largest share of the city’s total population in 2022. • These areas, referenced above, are on track to meet the City Development Plan 2028 population targets . City Docklands, the Northeast suburbs, Ballincollig and Blarney are behind their targets.
• The Cork City Core Strategy Residential Activity Monitor identifies +11,700 units with live planning permission (excluding duplicate permissions and ongoing appeals), with an additional +3,046 units pending planning . This is a snapshot of the status of the sites identified in the Core Strategy. • The location and scale of planning activity for residential developments generally matches the Core Strategy , including the City Centre, City Docklands, Ballyvollane and Glanmire.
• 645 Ha of lands were zoned for new residential when the City Plan was made.
• Part 8 social and affordable housing planning activity has taken place
throughout the city, with larger schemes planned for the City Centre, Mayfield, Glanmire and North Blackpool.
• The Residential Activity Monitor identifies that of those live permissions, +2,393 units have been built since the making of the City Development Plan with live commencement notices for 8,500 units.
