The NPF 2040, and associated statutory plans, use the 2016 Census as the baseline year for population targets. Cork City’s population growth rate of 6.2% from 2016-2022 is above the 5.6% rate targeted under the City Development Plan and NPF for the same period. After adjusting for 2022, the remaining growth targets set out to 2028 (+16%), 2031 (+10%) and 2040 (+17%) remain notably higher.

The table below sets out historic population figures for the seven Censuses from 1991 to 2022, and provides the population projections set out the City Development Plan (2028), Southern Regional Spatial and Economic Strategy (2031) and National Planning Framework (NPF).

Historically, the current administrative boundary for Cork City has experienced an average of +4% population for each of last six census periods since 1991. The average NPF population growth target for the city for each of the three remaining Censuses (up to 2040) is four times (+16%) this historic average rate.
