Sub-City Growth Target Review

Planning legislation requires specific details to be included in core strategies, including how land use zonings accord with national and regional population targets and how these targets will be distributed across the city. The Core Strategy Table 2.2 distributes NPF population targets within the city’s existing network of neighbourhoods, towns and communities. The strategy provides the rationale for land use zonings and site-specific objectives set out in the plan. At the time of the making of the City Development Plan, the 2022 Census results had not yet been published, and therefore the 2022 baseline for the growth strategy was based on estimates. The table below uses outputs from Census 2022 to update the Core Strategy Table and track the rate of progress at sub-city level.

The table illustrates rates of actual population growth versus targeted growth for the period 2016 to 2022 within each of the key strategic consolidation, regeneration and expansion areas identified in the City Development Plan. The City Centre, the City Hinterland, Killeens and Kerry Pike are all growing at higher rates than targeted in the Plan, while the City Docklands, the Northeast suburb, Ballincollig, Blarney and Glanmire are all growing at lower rates than targeted in the City Development Plan.
