The RSES supports investment and planning in the Cork City and Metropolitan area including 9 :

Best practice regeneration of the City Docklands and Tivoli Docks to deliver compact growth.

As part of the National Development Plan, the Government set up a €2 billion Urban Regeneration and Development Fund to support key projects for the regeneration of key urban centres. Cork City Council made 2 No. successful submissions which focused on two key projects for the city: • Cork Docklands • Grand Parade Quarter Cork Docklands The Cork Docklands programme is overseen by a dedicated, joint Cork City Council and Land Development Agency (LDA) Cork Docklands Delivery Office, under the Strategic and Economic Development Directorate in Cork City Council. Since the adoption of the Cork City Development Plan in 2022, the Cork Docklands Delivery Office has progressed the development of a Framework Master Plan (FWMP), which will underpin the scope and programme of investment in enabling infrastructure within the Cork Docklands. The FWMP is due to be completed by Q2-2024.

In addition, a number of other studies supporting the Cork Docklands development have been substantially progressed and are due for issue in the coming months, including:

Cork Docklands Energy Master Plan,

• Cork Docklands Mobility Hubs Feasibility Study, and • Cork Docklands Drainage Strategy,

Other significant developments include the expected publication in Q2 2024 of the Cork Light Rail Transit system route alignment study (by the NTA and TII), and the Cork BusConnects project (3rd round of public consultation).

A number of advance infrastructure projects are already underway in the Cork Docklands. These projects include the Marina Promenade and Marina Park Phase 2 which have commenced on site. Estimated completion dates for both projects are Q2-2025.

Grand Parade Quarter The Grand Parade Quarter Library and Regeneration Project envisages the construction of a new 7,000 square metre riverfront central library and regeneration of the remainder of the 2-acre site through mixed- use development. A Preliminary Business Case is expected to be submitted to the Department of Housing, Local Government and Heritage (DHLGH) seeking PSC Gate 2 (pre-tender) approval within Q2 of 2024. Works on the bridges that will service the Events Centre site and the broader Grand Parade Quarter is has commenced with an expected construction time of 18 months.
