[OBJECTIVE 2.10] 15-MINUTE CITY
Cork City Council and others, UCC Centre for Planning Education & Research are researching real-world challenges facing Cork City in achieving its objectives around compact growth, sustainable communities and liveability. This project is funded by the UNIC Engaged Research Seed and is in collaboration with UCC City Labs / Centre for City Futures, the University of Deusto (Bilbao) and the University of Malmö. • Cork City Community Asset Mapping for Climate Resilience: To get a better understanding of the resilience of the city to climate change, the Cork City Climate Action team are currently progressing the mapping of community-based assets within the 44 city neighbourhoods identified in the City Development Plan via the Cork City Neighbourhood Profile. This mapping will help create a baseline to assess the proximity and diversity of community uses within each neighbourhood. • SVI (Social Vulnerability Index) Tool: As a partner in the EU (H2020) funded REACHOUT project, Cork City Council is advancing user-oriented climate services to support the implementation of the Green Deal. The data provided by this tool allow users to better understand climate change risks for a given neighbourhood, and to compare risks across the city by using an easy-to-use map interface. The tool is intended to support decision-makers in sectors such as planning, transport, water and agriculture, to assist both climate change adaptation and the transition to a carbon neutral economy.
The Cork City Development Plan 2022-2028 was the first application of the ‘15-minute city’ approach to urban planning in a city development plan for Cork. Consequently, methods and tools for monitoring the delivery of the four main principles that underpin the 15 minute city approach – proximity to services; diversity of uses; urban density; frequency of services/uses – are still currently being developed. To further this objective, Cork City Council are leading or partnering in the following work streams and research projects: • Cork City Neighbourhood Profile (2022): In partnership with AIRO, NUI Maynooth, Cork City Council are currently finalising the second Neighbourhood Profile for the city. This census-based data analysis will include time-trend analysis at neighbourhood level based on Cork City’s first Neighbourhood Profile (2016 census), which informed, and was published as a supporting study to, the City Development Plan. Baseline data from the project is expected in Q3 2024 for internal analysis. The final project includes the development of a digital spatial mapping hub which will allow for thematic analysis of the city’s 44 distinct neighbourhoods. • University College Cork’s UNIC research project “Homes, Neighbourhoods and the Compact City”: This research seeks to explore the challenges of achieving sustainable urban communities in the face of a housing crisis, demographic change, major legislative amendments and development pressure.
