[OBJECTIVE 2.19] URBAN-BASED PLANNING
Under this objective Cork City Council will consider the application of “UDZ” designation for strategically important and large-scale areas of growth identified in the Core Strategy. Urban Development Zones or UDZs are included in the Planning and Development Bill 2023 which has not yet been enacted. Previously, UDZs were included in the Land Value Sharing and Urban Development Zones Bill 2022. The purpose of UDZs is to identify significant, well-located and underutilised urban areas for integrated sustainable redevelopment or regeneration, including housing, backed by State investment in key enabling infrastructure. Once the UDZ legislation is enacted, guidance will be published and the Minister will request local authorities and regional assemblies to identify potential candidate UDZ sites. The City Development Plan provides a framework to inform the selection of potential candidate UDZ sites, for example the expansion areas identified in the Core Strategy including the Cork City Docklands and Tivoli Docklands, North
Blackpool / Kilbarry, Ballyvolane East, South Ballincollig and Castletreasure. Further in-depth assessment of potential candidate UDZ sites will commence once the parameters of the final legislation are available. In response to a request by the Department of Transport and Department of Housing, Local Government and Heritage to identify suitable locations in the city for the delivery of Transport- Orientated Development (TOD), Cork City Council has identified a series of locations within the city suitable for the delivery of TOD in the short, medium and long term (i.e. beyond the life of the current City Development Plan). Each location has a designation under the current City Development Plan and is highly accessible to existing or planned (under CMATS) strategic transport infrastructure. Collectively these locations can facilitate the delivery of a range of mixed-used development, including an estimated 60,000 to 100,000 residential units. This information will assist in the future identification of UDZ sites.
