[OBJECTIVE 2.25] WINDFALL SITES
In implementing the City Development Plan, Cork City Council operates an active land management approach to enable and enhance the use of land and buildings in the city. This approach also involves working with developers and landowners to unlock sites. Building on the underutilised site survey that informed the City Capacity Study (2021), which was part of the baseline for the City Development Plan, the Core Strategy Residential Activity Monitor looks at residential activity of all the residential sites including the underutilised sites across the city and monitors their status a nd delivery, both public and private. Active land management also includes the development of area-specific plans focusing on the regeneration of underutilised sites, in the form of masterplans, framework plans, historic area regeneration plans and site-specific design briefs. Plans are being progressed in a number of areas across the city – see Chapter 10 Key Growth Areas and Neighbourhood Development Sites in this report for further details. Delivery activation is also progressed through various streams, including the Urban Regeneration and Development Fund (URDF), Architectural Conservation Area (ACA) grants, Residential Zoned Land Tax (RZLT) tax mapping, section 48 development contributions, the Living City Initiative, Vacant Property Refurbishment Grant (Croí Cónaithe) and the Built Heritage Investment Scheme, the Local Infrastructure Housing Activation Fund (LIHAF) and Project Tosaigh.
There has been some small-scale amalgamation of backland sites for housing development which are considered ‘windfall’ sites. Some examples include housing developments at Evergreen Street (31 units PP 1838082), Quaker Road (7 units PP1838026) and High Street (9 units Cork City Council Housing Project).
