5. Commencement Notices
Cork City Council received commencement notices for 2,534 residential units between August 2022 and March 2024 23 . The commencement notices relate to the erection of buildings or the carrying out of works, as specified in the Building Regulations. As planning permissions most commonly have a five-year lifespan, the commencement notices include permissions granted under the previous Cork City Development Plan 2015 and Cork County Development Plan 2014. After the monitoring cutoff date of 31st March 2024, commencement notices have been received for 2,453 residential units (April 2024 – June 2024). Of those, 1,304 residential units relate to two separate sites in the Cork Docklands, permitted in 2019 and 2021 respectively. This represents 40% of the total permitted pipeline for the Docklands. Internal analysis revealed that, of the permissions granted between August 2022 and June 2024, commencement notices have been received for 546 no units. Refer to the chapter on “Core Strategy – Planning and Delivery Review” for analysis of commencement trends relative to the core strategy residential growth sites. 6. Local Authority Housing Supply The Cork City Council Housing Delivery Action Plan (HDAP) 2022-2026 outlines targets for social and affordable housing delivery consistent with the City Development Plan and aligned with the Joint Housing Strategy and Housing Needs Demand Assessment. The HDAP target has set out targets for delivery which are more than the targets as set by the Department of Housing, Local Government and Heritage (DHLGH). The DHLGH Target for 2022 and 2023 of 1,220 social homes was exceeded by Cork City Council with the delivery of 1,535 homes (the HDAP target for the same period being 1,538 homes). The Local Authority’s Affordable Housing Target is 378 new homes from 2022-2026. Cork City Council’s delivery as set out in the table below, shows a total of 2,847 social housing homes and 609 affordable housing homes have been approved, funded or completed by Cork City Council between August 2022 and March 2024 via a range of delivery channels.
