Having regard to the time interval between consents and delivery for individual projects and the range of delivery channels, it is considered that the DHLGH targets for the time period August 2022 to the present date are planned to be met under the HDAP and will likely be exceeded. Over a third of all social and affordable units consented, acquired or delivered since August 2022 comprise brownfield delivery.
[OBJECTIVE 3.4] COMPACT GROWTH
Compact growth is central to the City Development Plan’s growth strategy, and to the National Planning Framework – National Strategic Outcome 1 addresses compact growth. The rate of development within built-up areas compared to greenfield development is closely monitored – see the “Core Strategy – Planning & Delivery Review” chapter above in this report for further details. The density targets of new development are reviewed against the City Development Plan’s density ranges, as set out under Objective 3.5.
[OBJECTIVE 3.5] RESIDENTIAL DENSITY
The residential densities of all multi-unit schemes of 40+ units permitted between August 2022 and March 2024 totalling 2,767 residential units (as outlined above in this report under Objective 3.3 subsection [3]) have been assessed against the density ranges outlined in Table 11.1 of the City Development Plan which sets out building heights and densities. Additionally, 1,095 residential units were permitted within the monitoring period as part of modifications to previously permitted SHD applications. Further details of the permitted development are available in the table below and the map below. This shows the location of the multi-unit schemes superimposed on the Cork City Density and Building Heights Strategy Map.
