The following trends are noted: •
There is only one permission for the City Centre and Docklands area which exceeded the recommended upper range. While there is no specified upper density limit in the City Centre and Docklands in Table 11.2 of the City Development Plan, paragraph 10.73 states that the average density in City Docks is to be 225 dwellings per hectare.
• Permissions in the city fringe area in Mahon are above the recommended range of 50-120 dph with a permitted density of 146dph.
• The permission granted in the inner urban suburbs at 146 dph is above the 40-80 dph target density band provided for by the CDP.
• Permissions granted in the outer suburban area within the 40-60 dph target density band are either below the recommended range or at the lower end of the range.
• Permitted densities in the Hinterland Settlements typically range between 23dph and 41dph. There is no stated density band for Hinterland settlements, rather the CDP provides that ‘the number of houses should have regard to the scale and character of the existing village’ (Objective 10.96). • The SHD parent permissions related to the 1,095 units permitted as modifications to the SHDs were assessed under the previous Cork City Development Plan 2015 or Cork County Development Plan 2014 (pre-2019 boundary extension) with typically lower densities than adopted in the Cork City Development Plan 2022. They have been omitted from the table and density map. The City Development Plan’s density strategy has proved effective in securing higher densities promoting compact growth in the three inner density bands. This aligns with the Sustainable Residential Development and Compact Settlements Guidelines published by the Department of Housing, Local Government and Heritage in January 2024. The trends of lower range or below range densities in the suburbs will require monitoring and assessment regarding amenity provision, type of unit mix, service and transport choices in order to provide for healthy and sustainable communities in all areas of the city.
