[OBJECTIVE 3.7] BUILD-TO-RENT AND SHARED ACCOMMODATION
There have been significant changes to Build-to-Rent (BTR) and shared accommodation as distinct development types since the adoption of the City Development Plan. BTR developments are now subject to the same design criteria applicable to all apartment developments 31 , while shared accommodation / co-living developments are generally discouraged 32 nationally. A key aspect of BTR is the ability to accelerate the delivery of new housing at scale. The Sustainable Urban Housing: Design Standards for New Apartments (July, 2023) acknowledges that BTR has an important role as part of the overall solution to increasing housing supply nationally and support compact growth in urban centres, but that this form of development exists and operates outside of the planning system, in that permitted apartment development may also form part of the BTR sector, and has performed strongly in recent years. In the case of Cork City Council, the BTR model is utilised through competitive dialogue in the main to deliver on the targets in the Housing Delivery Action Plan 2022-2026 and meet the requirements of the Housing List.
[OBJECTIVE 3.8] PURPOSE BUILT STUDENT ACCOMMODATION
In the period since August 2022, Cork City Council granted planning permission for 205 new student bed-spaces and modifications to 623 bed spaces as granted under previous permissions.
