Health Impact Assessment
While not directly associated with healthcare infrastructure, Cork City Council is participating in a leading research project with UCC, HSE and EPA to develop a Health Impact Assessment Implementation Model (HIA-IM) on the Cork City Development Plan. The second phase of this two-phase research project focuses on the Irish Government’s Climate Action Plan. Both HIAs are undertaken using the latest Irish Health Impact Assessment guidance developed by Irish Public Health in 2021. Health Impact Assessment is a way of applying a health lens to a project, programme, plan or policy, and involves collaboration across key stakeholders. Access to education is identified as a contributor to health. The aims of the project are: • identifying the potential significant effects of the City Development Plan, • identifying opportunities and strengths in the City Development Plan for improving health, • reducing any health inequalities and health inequities of the Plan, and • identifying mitigation opportunities for health in the City Development Plan.
Learning outcomes are intended to: • improve future use and implementation of HIA in Ireland, • enhance the HIA guidance, • generate key theoretical learnings on the implementation of HIA, and • create a community engagement toolkit to complement the current guidance.
