[ Cork City Development Plan 2022-2028, Section 15(2) Two-Year Progress Report ]

[OBJECTIVE 3.28] SUSTAINABLE TRANSPORT FOR HOSPITALS AND HEALTHCARE FACILITIES

Cork University Hospital have an active Mobility Management Plan aimed at managing staff travel in a more sustainable manner. This Mobility Management Plan was most recently updated in spring 2024 and included the following key measures:

• Market the Mobility Management Plan within the hospital • Continue engaging with external stakeholders • Carry out annual staff travel surveys to aid the monitoring of the MMP • Prepare a staff car parking policy to include the provision of Park and Ride/Stride • Promote car sharing among staff • Investigate the feasibility with respect to the delivery of a staff shuttle bus service • Carry out an on-site walking audit • Provide additional cycle parking and changing facilities. • Review flexible and agile working practises across the CUH campus

For other hospitals and major healthcare facilities in the city any major expansion programme will need to be accompanied by a sustainable transport plan to encourage increased accessibility by active and sustainable travel modes.

[OBJECTIVE 3.29] NEIGHBOURHOOD RECREATION AND AMENITY

Cork City Council undertook a comprehensive Sub-Area review of Active Recreation Infrastructure (ARI) as part of the Development plan process. This established a clear baseline of existing facilities and identified future needs to meet the growing population over the Plan period to 2028 and beyond to 2040. Accordingly, land has been zoned for sports grounds and facilities purposes in the City Development Plan to protect and expand strategic active recreation infrastructure (see also Objective 6.20). The ongoing and future Framework Masterplans prepared under the City Development Plan will be informed by the ARI study. In the Cork Docklands Framework Masterplan process a number of options have been tested to maximise the strategic need for pitches within ARI-zoned lands along with the need to provide a dedicated multi-functional sports building. The space has been designed to accommodate a range of different sports in order to make sport and leisure accessible and attractive to the widest range of groups, including adjacent planned school campuses. A number of new school buildings and school extension projects have included active recreation facilities in their scope of works since the adoption of the Plan. Of note is a permission for an all- weather pitch and associated works at Scoil Mhuire Gan Smal in Blarney. New ballcourts have been permitted as part of a new post primary school at Carrigaline Road, Ardarrig, Douglas, and an extension to Gaelcholaiste Mhuire A.G., Our Lady’s Mount, North Monastery Road. These add to the range of facilities available within the city outside school hours.
