[ Cork City Development Plan 2022-2028, Section 15(2) Two-Year Progress Report ]
[OBJECTIVE 5.19] SUSTAINABLE ENERGY GENERATION (STANDALONE PROJECT)
Cork City Council is currently progressing a tender for an Energy Performance Contract (EPC), which will include seven of its buildings, with two main objectives – to maximise energy efficiency in the buildings and identify measures that will allow the decarbonising of these buildings. This is challenging as decarbonisation measures are not a standard practice for an EPC, however Cork City Council is looking to incorporate such measures in order to help achieve its ambitions as a carbon neutral city. The seven buildings include of a library, archives, resource / community centre, leisure centre, and a fire station. Measures identified and implemented in these sites will be used as learnings for other, similar buildings. Cork City Council is currently preparing an application to the European Local Energy Assistance (ELENA), an EIB Technical Assistance Grant to facilitate investment in energy efficiency at scale. The fund targets buildings and innovative urban transport systems, allowing partners to design and build investable energy efficiency projects at scale. There continues to be relatively low involvement by Cork City communities in SEAI’s Sustainable Energy Communities Network.
[OBJECTIVE 5.20] CORK CITY DISTRICT ENERGY ACTION PLAN
Cork City Council continues to explore opportunities around District Energy in the city. An Energy Master Plan (EMP) for the Docklands examined district energy opportunities in that area of the city in detail. Cork City Council have met with private-sector district energy developers and will continue to engage with the SEAI on district heating.
