Members will be aware that the Department of Housing, Local Government and Heritage (DHLGH) announced delivery targets under the Rebuilding Ireland Action Plan for Housing & Homelessness across a range of housing programmes and the subsequent Housing For All (HFA) plan covering the delivery of both social and affordable housing. Under the HFA plan Local Authorities were required to prepare a Housing Delivery Action Plan which was submitted to the DHLGH in December 2021. The HFA plan includes for the DHLGH social housing targets for 2022 and the proposed delivery for the period 2022 to 2026. Cork City Council successfully met and exceeded its target for 2019 and 2020, with a total of 1,096 homes delivered in that two-year period jointly by the Local Authority and AHB Sector under their Build, Acquisition and Leasing delivery programmes. The Covid-19 pandemic has necessitated the Government mandated shutdown of construction sites in two critical periods in both 2020 and 2021 which has had an effect on programme delivery dates, however, there remains a strong construction programme pipeline which can be summarised as follows: Construction: Competitive Dialogue Procurement - Cork City Council placed a contract notice on the E Tenders website and the OJEU (Official Journal of the European Union) to procure innovative solutions to meeting housing targets under the Social Housing Strategy (SHS) including the construction and completion of housing projects under a parallel site acquisition and development agreement with the City Council, using a Competitive Dialogue procurement process. In Phase 1 of Competitive Dialogue, 11 schemes comprising 215 homes have progressed with the approval of the DHPLG. Construction has been completed on 7 schemes at Blackrock, Tramore Road, Ard Aoibhinn, High Street, Blarney Street & White Street totalling 159 homes. Construction continues on 4 other schemes consisting of 56 units.

A further contract notice for Phase 2 was placed on the E Tenders website and the OJEU, with a closing date of September 2017, to seek submissions from candidates for the delivery of more new homes using this procurement process. In Phase 2 of Competitive Dialogue, 9 schemes have commenced comprising a total of 168 homes and 2 schemes at Lower John Street and Ballinure Road, comprising of 22 new homes, have been completed. Further schemes have been shortlisted to progress to the next phase of procurement, involving a Part 8 process, or are at tender/contract award stage. Phase 3 of the Competitive Dialogue process was advertised in February 2021 seeking candidates for the delivery of further new homes, including for social, affordable, and mixed tenure opportunities. A number of projects have been shortlisted and have now moved into the dialogue phase. The Competitive Dialogue process for the delivery of housing was successful at the Irish Council for Social Housing (ICSH) Community Housing Awards 2021. The process won the award for Most Creative Supply and the Overall Award . Capital appraisals were approved by the DHLGH for the construction of 49 housing units at Gerald Griffin Street. The enabling works have been completed for the development of the units for this project, which is now in the tendering process. The DHLGH has also approved funding for 51 units at Boyce’s Street and works for this project have commenced with 14 of the new homes currently under construction. The project at 5/6 Shandon Street/John Philpott Curran Street is now complete, with all 9 units delivered. The redevelopment of this important protected structure in partnership with the City Architects Department has innovatively provided a regeneration solution to a derelict city centre property. The project also won the
