Relevance to the Plan
The Strategy aims both to increase the capacity of the sector to create and maintain jobs, and to deliver a sustainable sector, operating at an appropriate level. It seeks to learn the lessons of the past and to ensure that the right structures and mechanisms are in place so that they are not repeated.
Continuing improvement of the planning process, striking the right balance between current and future requirements; The availability of financing for viable and worthwhile projects; Access to mortgage finance on reasonable and sustainable terms; Ensuring we have the tools we need to monitor and regulate the sector in a way that underpins public confidence and worker safety; Ensuring a fit for purpose sector supported by a highly skilled workforce achieving high quality and standards; and Ensuring opportunities are provided to unemployed former construction workers to contribute to the recovery of the sector. The Strategy addresses all areas of Government policy, and of economic and societal activity, which impact on the environment. It seeks to re-orientate policies as necessary to ensure that the strong growth Ireland enjoys and seeks to maintain will be environmentally sustainable. The objectives of the National Landscape Strategy are to: Implement the European Landscape Convention by integrating landscape into the approach to sustainable development; Establish and embed a public process of gathering, sharing and interpreting scientific, technical and cultural information in order to carry out evidence-based identification and description of the character, resources and processes of the landscape; Provide a policy framework, which will put in place measures at national, sectoral - including agriculture, tourism, energy, transport and marine - and local level, together with civil society, to protect, manage and properly plan through high quality design for the sustainable stewardship of the landscape; Ensure that we take advantage of opportunities to implement policies relating to landscape use that are complementary and mutually reinforcing and that conflicting policy objectives are avoided in as far as possible. The plan includes halving our food waste by 2030, the introduction of a deposit and return scheme for plastic bottles and cans, a ban on certain single use plastics from July 2021, and a levy on disposable cups. Other measures include applying green criteria and circular economy principles in all public procurement, a waste recovery levy to encourage recycling, and ensuring all packaging is reusable or recyclable by 2030.

The overall aim of this Strategy is to ensure that economy and society in Ireland can develop to their full potential within a well-protected environment, without compromising the quality of that environment, and with responsibility towards present and future generations and the wider international community.

National Landscape Strategy for Ireland 2015-2025 and National Landscape Character Assessment (pending preparation)
The National Landscape Strategy will be used to ensure compliance with the European Landscape Convention and to establish principles for protecting and enhancing the landscape while positively managing its change. It will provide a high-level policy framework to achieve balance between the protection, management and planning of the landscape by way of supporting actions. Landscape Strategy Vision: “Our landscape reflects and embodies our cultural values and our shared natural heritage and contributes to the well- being of our society, environment and economy. We have an obligation to ourselves and to future generations to promote its sustainable protection, management and planning.”
Ireland’s National Waste Policy 2020 – 2025
The Policy sets out new targets to tackle waste and move towards a circular economy.
National Waste Management Plan (EPA) 2014-2020 Hazardous
This Plan sets out the priorities to be pursued over the next six years and beyond to improve the management of hazardous waste, taking into account the progress made since the previous plan and the waste policy and legislative changes that have occurred since the previous plan was published. Section 26 of the Waste Management Act 1996 as amended, sets out the overarching objectives for the National Hazardous Waste Management Plan. In this context, the following objectives are included as priorities for the revised Plan period: To prevent and reduce the generation of hazardous waste by industry and society generally; To maximise the collection of hazardous waste with a view to reducing the environmental and health impacts of any unregulated waste; To strive for increased self-sufficiency in the management of hazardous waste and to minimise hazardous waste export; To minimise the environmental, health, social and economic impacts of hazardous waste generation and management.

Ministerial Guidelines such as Sustainable Rural Housing Guidelines and Flood Risk Management Guidelines
The Department produces a range of guidelines designed to help planning authorities, An Bord Pleanála, developers and the general public and cover a wide range of issues amongst others, architectural heritage, child care facilities, landscape, quarries and residential density.
The Minister issues statutory guidelines under Section 28 of the Act which planning authorities and An Bord Pleanála are obliged to have regard to in the performance of their planning functions.
