SEA Environmental Report for the Draft Cork City Development Plan 2022-2028

Section 5 Strategic Environmental Objectives Strategic Environmental Objectives (SEOs) are methodological measures developed from policies that generally govern environmental protection objectives established at international, Community or Member State level e.g. the environmental protection objectives of various European Directives that have been transposed into Irish law and which are required to be implemented. The SEOs are set out under a range of topics and are used as standards against which the provisions of the Draft Plan and the alternatives are evaluated in order to help identify which provisions would be likely to result in significant environmental effects and where such effects would be likely to occur, if – in the case of adverse effects – unmitigated. The SEOs are linked to indicators which can facilitate monitoring the environmental effects of the Plan

as well as identifying targets which the Plan can help work towards. All SEOs, indicators and targets are provided on Table 5.1 overleaf.

Further detail on legislation, plans and programmes are provided under Section 2 (and associated Appendix I ‘‘Relationship with Legislation and Other Policies, Plans, and Programmes’’) and Section 4. Given the position of the Development Plan in the land use planning hierarchy beneath RSES, the measures identified in the RSES SEAs, including the Southern RSES SEA, have been used – as they are or having been slightly modified – in most instances. This consistency across the hierarchy of land use plans will improve the efficiency and effectiveness of future monitoring.
