(c) To support economic development, urban regeneration, lifelong learning and the development of community facilities in more socially and economically disadvantaged parts of the City. Objective 3.31 Inclusive Design To promote and where applicable implement inclusive design in all new development and in works to existing buildings and facilities including open space and public realm areas to optimise the facilities for all age groups and abilities. This includes embracing the National Disability Authority’s Universal Design Guidelines, age-friendly principles and international best practice. Objective 3.32 Cork City Age Friendly Strategy To support the implementation of the Cork City Age Friendly Strategy (2016) or its successor strategy in collaboration with relevant support agencies and stakeholder groups including the Cork Older Peoples’ Forum and Cork Age Friendly City Alliance. Objective 3.33 Cultural Diversity To recognise the wealth that diversity adds to the city and plan for community and cultural needs of communities in the city and facilitate the development of diverse cultural, religious and social facilities at suitable locations subject to proper planning considerations. Objective 3.34 Safe and Secure City (a) To ensure a well-integrated urban form that provides a safe environment for all users by maximising visibility and surveillance, increasing pedestrian activity and maximising connections between areas. (b) To encourage buildings and spaces to be designed with safety and security in mind to avoid anti-social behaviour, reduce and prevent crime and create safe places for all. (c) To encourage the ongoing maintenance and upkeep of the public realm, keeping spaces free of graffiti and litter etc. Commentary The assessment of the Plan’s Homes and Communities provisions against Strategic Environmental Objectives (SEOs BFF, PHH, S, W, MA, A, C, CH and L) is consistent with the:  Environmental effects detailed under subsections 8.2 to 8.7 of this report; and  Assessments of the selected alternatives for the Plan provided at Section 7 of this report.

Implementing the Plan will help to direct incompatible development away from the most sensitive areas in the City and focus on directing: compact, sustainable development within and adjacent to the existing built-up footprint of the City, including its surrounding settlements; and sustainable development elsewhere. Development of areas within and adjacent to the existing built-up footprint, which are generally more robust, better serviced and better connected, will contribute towards environmental protection and sustainable development, including climate mitigation and adaptation. Compact development can be accompanied by placemaking initiatives to enable the City to become a more desirable place to live – so that it can sustainably accommodate new residents and maintain and improve services to existing and future communities. Compatible sustainable development in the City’s sensitive areas is also provided for, subject to various requirements relating to environmental protection and management being met. The provisions in this Chapter of the Plan would contribute towards the Statutory consent granting and decision-making framework for land use developments and activities, and sustainable development of the City, in combination with other Plan provisions and other plans, programmes, strategies, etc. Potential adverse environmental effects arising from land use development and activities include in-combination effects arising from services and infrastructure to service development, for example those relating to water services, transport and energy. The SEA process that has been undertaken alongside the preparation of the Draft Plan has brought about various changes to the emerging Plan through an iterative process. Some of these measures are reproduced under Section 9 “Mitigation Measures” of this report. By integrating SEA recommendations into the Plan, Cork City Council is helping to ensure that:  The potential significant adverse effects of implementing the Plan, in combination with implementation of other provisions from the Plan and other plans, programmes, etc., are avoided, reduced or offset; and  The beneficial environmental effects of implementing the Plan, in combination with implementation of other provisions from the Plan and other plans, programmes, etc., are maximised. The Housing provisions in this Chapter of the Plan would contribute towards sustainable development and the protection and management of the environment. 8.8.4 Chapter 4: Transport and Mobility

Transport and Mobility Development Objectives Strategic Objective 3: Transport and Mobility To support the implementation of the Cork Metropolitan Area Transport Strategy (CMATS). To support international, national and regional connectivity by supporting the operation and development of Cork Airport and the relocation of the Port of Cork to Cork Harbour. To integrate land-use and transportation planning to improve movement for all across Cork City. To protect, improve and maintain the operation of national and strategic regional transport networks and assets. To promote and prioritise sustainable transport including active travel (walking and cycling) and public transport housing and employment development will be prioritised in locations where it can be served by walking, cycling and public transport. Cork City Council will support the delivery of multi-modal travel integration, smart mobility and transport networks and services that are accessible for all.
