SEA Environmental Report for the Draft Cork City Development Plan 2022-2028

The SEA process that has been undertaken alongside the preparation of the Draft Plan has brought about various changes to the emerging Plan through an iterative process. Some of these measures are reproduced under Section 9 “Mitigation Measures” of this report. By integrating SEA recommendations into the Plan, Cork City Council is helping to ensure that:  The potential significant adverse effects of implementing the Plan, in combination with implementation of other provisions from the Plan and other plans, programmes, etc., are avoided, reduced or offset; and  The beneficial environmental effects of implementing the Plan, in combination with implementation of other provisions from the Plan and other plans, programmes, etc., are maximised. The provisions of this Chapter would contribute towards sustainable development and the protection and management of the environment. Mitigation has been integrated into various Key Growth Areas and Neighbourhood Development Sites provisions, including Objectives relating to:  City Centre Infill Development  City Centre Transport, Mobility and Accessibility  City Centre Public Realm  City Centre Maritime Heritage  City Centre Heritage and Biodiversity  The River Lee  City Docks Built Heritage  City Docks A Climate resilient development  Tivoli Green and Blue Infrastructure  Protection of Hinterland  Protection of Natural Landscape The framework plan to allow for the co-ordinated and sustainable growth of the Airport (Objective 10.51 Strategic Development of Cork Airport) would be subject to its own assessment processes as relevant.

Placemaking and Managing Development provisions are included under the following headings and Objectives: Strategic Objective 9: Placemaking and Managing Development To develop a compact, sustainable City by ensuring the creation of attractive, liveable, diverse, safe, secure and welcoming and well-designed urban places, communities and neighbourhoods that enjoy a high quality of life and well-being. Proposals for new development will follow a design-led approach with sustainable, high-quality, climate-resilient placemaking at its core. Development should have a positive contribution to its receiving environment delivered by innovative architectural, landscape and urban design, that respects the character of the neighbourhood, create a sense of place, and provide green spaces and community and cultural amenities commensurate with the nature and scale of the development.

Overarching Development Principles All development in Cork City should: (1)

Contribute to creating a sustainable, compact city of neighbourhoods and communities. Be aligned with the development and growth strategy set out in the Core Strategy. Encourage people, jobs and activity within the City Centre, urban towns and suburbs. Integrate climate resilience and green practices from design to implementation stage. Integrate of alternatives to the private car in their design, prioritising walking, cycling and public transport.
