(j) At least 10% of bed spaces are designed for disabled students (k) Facility Management Plans will be required to provide a clear framework for the management of the facility to meet the needs of students and the wider neighbourhood. Traveller Accommodation Objective 11.7 Traveller Accommodation Development proposals for Traveller accommodation will be assessed against the following criteria: (a) Sites have adequate accessibility by walking, cycling and public transport to facilities and services including shops, healthcare, education and employment. (b) Sites have safe vehicular access, adequate vehicle parking, services and there is adequate access for emergency services. (c) Sites have adequate open space to meet the needs of the population and their livestock. (d) There is adequate access to or provision of facilities and servicing, including water supply, electricity and disposal facilities for sewage and waste. (e) The development site is not a biodiversity site, scheduled monument or public open space. (f) Sites are not located in Flood Zones A or B. (g) The proposed development will not cause any adverse visual impacts. Age Friendly and supported living Housing Objective 11.8 Older persons and specialist & supported living accommodation Planning permission for elderly-persons and supported and specialist care accommodation will be granted where it: (a) Is located with good access to local facilities and services including public transport, shops and healthcare facilities. (b) Is located close to or as part of a mixed community and will contribute positively to the creation and maintenance of mixed and balanced communities. (c) Is appropriate for its intended residents and the neighbourhood in terms of form, scale and design. (d) Includes gardens and amenity space of appropriate size and quality. (e) Meets the affordable housing requirements of Chapter 3 Delivering Homes and Communities. Planning permission will not be granted for the loss of existing specialist care accommodation unless it can be demonstrated that provision is to be replaced or that there is a not a need for the facility. Rural generated One-Off Housing in the Urban Hinterland Demonstrable need to reside on landholding Objective 11.9 One-Off Housing: Demonstrable need to reside on landholding Applicants shall satisfy the Planning Authority that their proposal represents a demonstrable need to reside on the land by based on their social and / or economic links to a particular local rural area, and in this regard, must demonstrate that they comply with one of the following categories of housing need: (a) Farmers, including their sons and daughters who wish to build a first home for their permanent occupation on the family farm. (b) Persons taking over the ownership and running of a farm on a full-time basis, who wish to build a first home on the farm for their permanent occupation, where no existing dwelling is available for their own use. The proposed dwelling must be associated with the working and active management of the farm. (c) Other persons working full-time in farming, forestry, inland waterway, or marine related occupations, for a period of over seven years, in the local rural area where they work and in which they propose to build a first home for their permanent occupation. (d) Landowners including their sons and daughters who wish to build a first home for their permanent occupation on the landholding associated with their principal family residence for a minimum of seven years prior to the date of the planning application. Development Management Standards exist under the following headings: Rural generated One-Off Housing in the Urban Hinterland Demonstrable need to reside on landholding Rural Dwelling-house Design Refurbishment of a Rural Farm Buildings Replacement Dwelling Ribbon Development Objective 11.10 Design and landscaping of new dwelling houses in rural areas Where permitted, rural dwellings must adhere to the following: (a) New dwelling house design must respect the character, pattern and tradition of existing places, materials and built forms and must fi t appropriately into the landscape. (b) Be energy e ffi cient in their design, layout and siting. (c) Incorporate appropriate landscaping and screen planting by using predominantly indigenous species. Objective 11.11 Refurbishment of Farm Buildings Encourage proposals for the sensitive renovation and conservation of existing disused or derelict dwellings subject to normal planning considerations and the requirements of other objectives in this Plan and provided that it satis fi es the following criteria: (a) The original walls must be substantially intact. (b) The structure must have previously been in use as a farm-related dwelling or building. (c) The dwelling must be physically capable of undergoing renovation / conversion without demolition. Where the building is derelict, a structural survey by a quali fi ed engineer should be submitted as part of any planning application to include measures to protect the building from collapse prior to, and during, the construction works. (d) The design, scale and materials used in any renovation and or extension should be sympathetic to the character and setting of the existing dwelling. (e) Mature landscape features are retained and enhanced, as appropriate.
