Capital
€27 billion multi-annual Exchequer Capital Investment Plan, which is supported by a programme of capital investment in the wider State sector, and which over the period 2016 to 2021 will help to lay the foundations for continued growth in Ireland.
This Capital Plan reflects the Government’s commitment to supporting strong and sustainable economic growth and raising welfare and living standards for all. It includes allocations for new projects across a number of key areas and funding to ensure that the present stock of national infrastructure is refreshed and maintained.
Investment Plan (2016-2021)
European Union (Birds and Natural Habitats) (Sea-Fisheries) Regulations 2013 (S.I. 290 of 2013)
These regulations have been drafted to implement the responsibilities of the Minister for Agriculture Food and the Marine in relation to sea fisheries in European sites, in accordance with the Habitats and Birds Directives as transposed by the European Communities (Birds and Natural Habitats) Regulations 2011 (S.I. 477 of 2011).
Regulation 3 provides for the submission of a Fisheries Natura Plan in relation to planned fisheries; Regulation 4 provides for a screening of a Fisheries Natura Plan to determine whether or not an appropriate assessment is required; Regulation 5 provides for an appropriate assessment of a Fisheries Natura Plan and also provides for public and statutory consultation; Regulation 6 provides for the Minister to make a determination to adopt a Fisheries Natura Plan. The Minister may amend, withdraw or revoke a plan; Regulation 7 provides for publication of the adopted Fisheries Natura Plan; Regulation 8 provides for a Risk Assessment of unplanned fisheries and also provides for public and statutory consultation on the assessment; Regulation 9 provides for the issue of a Natura Declaration to prohibit, restrict including restricting by permit, control, etc. of sea fishing activities; Regulation 10 provides for Natura Permits to be issued where required by Natura Declarations; and Regulations 11 to 31 deal with functions of authorised officers and related matters, offences, etc. The NREAP sets out the Member State’s national targets for the share of energy from renewable sources to be consumed in transport, electricity and heating and cooling in 2020, and demonstrates how the Member State will meet its overall national target established under the Directive.
Ireland’s Renewable Energy Action Plan 2010 (Irish Government submission to the European Commission) National
The National Renewable Energy Action Plan (NREAP) sets out the Government’s strategic approach and concrete measures to deliver on Ireland’s 16% target under Directive 2009/28/EC.
Strategy for Renewable Energy (2012-2020)
The Government’s overarching strategic objective is to make renewable energy an increasingly significant component of Ireland’s energy supply by 2020, so that at a minimum it will achieve its legally binding 2020 target in the most cost-efficient manner for consumers. Of critical importance is the role which the renewable energy sector plays in job creation and economic activity as part of the Government’s action plan for jobs.
This document sets out five strategic goals, reflecting the key dimensions of the renewable energy challenge to 2020: Increasing on and offshore wind, Building a sustainable bioenergy sector, Fostering R&D in renewables such as wave & tidal, Growing sustainable transport; and Building out robust and efficient networks.
Governments White Paper ‘Ireland’s Transition to a Low Carbon Energy Future’ (2015 – 2030)
The White Paper sets out a vision and a framework to guide Irish energy policy between now and 2030. A complete energy policy update informed by the vision to transform Ireland into a low carbon society and economy by 2050.
2030 will represent a significant milestone, meaning: Reduced GHG emissions from the energy sector by between 80% and 95% Ensuring that secure supplies of competitive and affordable energy remain available to citizens and businesses.
National Policy Position on Climate Action and Low Carbon Development (2014)
The National Policy Position provides a high-level policy direction for the adoption and implementation by Government of plans to enable the State to move to a low carbon economy by 2050.
National climate policy in Ireland:
Recognises the threat of climate change for humanity;
Anticipates and supports mobilisation of a comprehensive international response to climate change, and global transition to a low-carbon future;
