Summary of high-level aim/ purpose/ objective
Summary of lower level objectives, actions etc. The framework establishes the overall tourism goal of Government; Employment in the tourism sector will be 250,000 by 2025, compared with around 200,000 at present. There will be 10 million visits to Ireland annually by 2025. The Government’s ambition is that overseas tourism revenue will reach €5 billion in real terms by 2025.

Growing Tourism to 2025 is a policy framework for the development of tourism within the Country.

Waterways Ireland Heritage Plan 2016-2020
The overarching aim of the Plan is to: “Identify and protect the unique waterways heritage and promote its sustainable use for the enjoyment of this and future generations”.
Four objectives of the Plan include the following: Objective 1: Fostering partnerships to continue building waterway heritage knowledge through storing information, undertaking research and developing best practice. Objective 2: Promoting awareness, appreciation and enjoyment of our waterway heritage with a focus on community engagement. Objective 3: Promoting the integrated management, conservation, protection and sustainable use of the inland navigable waterway asset. Objective 4: To develop Waterways Ireland as a heritage organisation committed to achieving the aim of this plan. To successfully and consistently deliver a world class visitor experience; To support a tourism sector that is profitable and achieves sustainable levels of growth and delivers jobs; To facilitate communities to play an enhanced role in developing tourism in their locality, thereby strengthening and enriching local communities; and To recognise, value and enhance Ireland’s natural environment as the cornerstone of Irish tourism. The objectives of the Tourism Development and Innovation Strategy are: The Strategic Objectives of the Aquaculture and Foreshore Management Division are: to develop and manage an efficient and effective regulatory framework in respect of Aquaculture licensing and Foreshore licensing of Aquaculture and Sea Fishery related activities; to secure a fair financial return from the State's foreshore estate in the context of Aquaculture licensing and Foreshore licensing in respect of Aquaculture and Sea Fishery related activities; to progressively reduce arrears in the clearing of licence applications.
Tourism and Innovation – A Strategy for Investment 2016-2022, (Fáilte Ireland, 2016) Development
This strategy sets out the framework and mechanism for the delivery of investment to cities, towns, villages, communities and businesses across the country. It identifies priorities to support innovation in the sector to retain and grow the country’s competitiveness in the marketplace. Its ultimate aim is to strengthen the appeal of Ireland for international visitors.

The Aquaculture and Foreshore Management Division ensures the efficient and effective management of Aquaculture licensing and Foreshore licensing in respect of Aquaculture and Sea Fishery related activities.
The Foreshore Acts require that a lease or licence must be obtained from the Minister for Housing, Planning and Local Government for the carrying out of works or placing structures or material on, or for the occupation of or removal of material from, State-owned foreshore, which represents the greater part of the foreshore. Construction of permanent structures on privately owned foreshore also required the prior permission of the Minister under the Foreshore Act.
Developments on the foreshore require planning permission in addition to a Foreshore Lease/Licence/Permission. All Foreshore Leases, Licences Permissions are without prejudice to the powers of the local planning authority. Applicants should, therefore, consult initially with the local planning authority regarding their proposal. In the case of developments on foreshore for, by or on behalf of a Local Authority where an EIS is required, applications should be made to An Bord Pleanála under Part XV, Planning and Development Act 2000.
Marine Development Management Bill (General Scheme), 2019 Planning
The Bill seeks to establish in law a completely new regime for the maritime area which will replace existing State and development consent regimes and streamline arrangements on the basis of a single consent principle.
One of the aims is to establish a legal basis for An Bord Pleanála and coastal local authorities to consent to development in the maritime area, while retaining existing foreshore and planning permission provisions for aquaculture and sea fisheries related development. It will also provide for a single environmental impact assessment (EIA) and a single appropriate assessment (AA), where applicable.
