Cork City Northern Transport Project (N40 North) 4.138 The Cork City Northern Transport Project (formally the Cork North Ring Road) which is linking the N22 Ballincollig to the M8 at Glanmire via the North of the city, is currently being appraised and the options selection will be complete in 2023. Cork City Council will support the CCNTP in conjunction with Cork County Council and Transport Infrastructure Ireland (TII) in order to develop a transportation solution to address the existing congestion for strategic traffic traversing the city environs. 4.139 Cork City Council will reserve the existing preferred route corridor which has been approved for the Cork North Ring Road and which has been selected to accommodate the requirements of an emerging strategic road and the associated bridge crossing of the River Lee. Developments within the existing corridor which could potentially prejudice the development of this strategic route option and river crossing will not be considered. 4.140 The CCNTP (formally the CNRR) is a complementary but independent scheme to the N/M20 corridor scheme. It is envisaged that the CCNTP will be appraised and preferred option selected as part of the delivery of the transport elements of the Cork Metropolitan Area Transport Strategy (CMATS). Cork City Council will vary the Development Plan with and the preferred option from the conclusion of the appraisal and options selection process as outlined in the preceding section.

This project will look at addressing some of the current capacity constraints and operational safety issues whilst also looking at the future demand management options. 4.142 The objectives of the project are based on the need for improvements in strategic transport connectivity, in particular around the north of Cork City and also within the wider southern region. The need to preserve the long-term functionality of other existing and proposed multimodal transport infrastructure and protect the value of the public investment in those infrastructural elements is also a priority. The scheme will also ensure the resilience of the N40 South and the Jack Lynch Tunnel. 4.143 Upgrades to the Dunkettle interchange to a free flowing interchange have commenced. The development includes the following elements of infrastructure: • A series of direct road links between the N8, the N25 and the N40 and links to the R623 Regional Road in Little Island and Burys Bridge in Dunkettle; • 1 grade separated junction arrangement at the existing N25 to the east of the existing Dunkettle Interchange; • 4 roundabouts – 2 at the grade separated junction and 2 at tie-ins with the existing road network; • 52 structures of various forms; • Several culverts where the scheme crosses

watercourses or intertidal areas; • Intelligent Transport Systems; • Pedestrian and cyclist facilities.

4.144 The Port of Cork is a port of national significance and a significant driver of economic development in the Cork region and this plan strongly supports the relocation of port facilities from South Docks and Tivoli to Ringaskiddy and other locations within Cork County.

4.141 The N40 Ten T project which will look at appraising and implementing many of the measures proposed in the N40 Demand Management Study and is due to be progressed by TII and Cork City Council / Cork County Council imminently.
