Promote the availability of any community and business financial supports that can develop social enterprises within marginalised communities. Continue to develop and support opportunities for artists working in the area of early years. Leverage resources to support arts organisations in delivery of community based programmes.

Support Learning City Seminars, Round Tables and Conferences, including International Learning City Exchange Opportunities. Support integration and linking between projects with a learning dimension and Learning City structures, partners and strategies. Support the Lifelong Learning Festival Development Plans. Support the expansion of the Learning Neighbourhoods initiative to encourage wider participation in lifelong learning. Actively promote and resource Community Education Networks to provide co- ordinated accessible education and training opportunities for all ages. Support the Cork Community Education Forum Strategic Plan and Actions. Support Access strategies of Higher and Further Education Colleges in the City. Develop a city higher education access strategy towards making education accessible for all through an inter-agency group. Support the sustainability and expansion of Music Generation Cork City in providing Music Learning access for all young people.
