Strategic Policy Committees (SPCs) The SPCs are committees of Council that advise and assist the Council in the formulation, development, and review of policy of a strategic nature. The SPCs make recommendations to full Council, and final policy decisions rest with full Council. The SPCs are comprised of Elected Members of Council and sectoral representatives, which include representatives from trade unions, business and employers, community groups, and the agricultural sector, amongst others. In October 2019, following the May local elections and the historic boundary change , six new Strategic Policy Committees were established under Cork City Council’s Adopted Strategic Policy Committee Scheme 2019-2024.

Environment, Water & Amenity The work programme for this SPC includes: Formulation, development, and review of policy around flood relief & flood defenses. Environmental impact studies and waste management plans. Agriculture, burial grounds, and cemeteries. Recycling, climate change, sustainable development. Street cleaning, litter control, drainage, and wastewater treatment. Parks and open space public realm policy.
The work programme for this SPC includes: Formulation, development, and review of housing policy around homelessness. Strategic housing developments Adoption of new policy e.g., around affordability, housing allocation schemes and estate management policy
The work programme for this SPC includes: Formulation, development, and review of policy surrounding parking, speed byelaws, cycling and walking strategies. Cork Metropolitan Area Transport Strategy. The development of capital infrastructure, transportation planning, public transport issues. The Cork Road Safety Plan.
