Open Data Citizen Engagement : Cork City Council made a successful joint application with NUI Maynooth to the Open Data Engagement Fund which is facilitated by the Department of Public Expenditure and Reform. The application sought to conduct a citizen engagement workshop to help map out the needs for existing open data sets as well as identifying new open data requirements. The Citizen workshop, conducted online in June 2021, engaged with citizen representative groups to understand the key challenges that Cork citizens experience related to the themes of environmental sustainability as well as wellbeing & connectedness in the community. The workshop introduced the participants, to the concept of and opportunities of opening data to solve real world challenges. Short presentations on open data and its usefulness particularly in the post covid landscape were made. Participants were invited to outline their priority datasets, which were compiled by organisers. Over 35 priority datasets were identified as part of this workshop, and further research helped identify where such datasets reside both locally and regionally. A follow up workshop was held for members of Cork City Council’s Senior Management Team in September 2021. The aim of this workshop was to present the priority datasets to raise awareness of the needs of the citizen. These were presented in the context of the EU Open Data Directive. Cork Smart Gateway: The Cork SMART Gateway is funded in part by the City Council. The Cork Smart Gateway hosted a Webinar series aimed to help SMEs find pathways to digitalization. 8 webinars have taken place to date on topics including IOT, Cloud Computing, Funding, AI, AR/VR and upskilling for Digitisation, 5G benefits for business, SFI centres in Cork and cybersecurity for SMEs.
ICT Compliance The team coordinated the following compliance activities on behalf of ICT Department: -
Corporate / Financial Reporting A number of key reports were submitted throughout the year: - • Chief Executive monthly and quarterly reviews • Annual Service Delivery Plan using the new ViClarity tool • NOAC submission • Procurement plan and financial returns • ICT and Corporate Risk Register updates • Audit returns •
The ICT Department met all requirements under FOI and GDPR requests during the year.
High priority audit actions The audit tracker monitors progress across a number of audits with timelines set out for open actions. • Disaster Recovery Audit: The Business Impact Analysis is completed and signed off by all directorates, ICT DR Policy completed, approved by CSG and accepted by SMT. • ICT Dept are undertaking a major review of all existing ICT Policies with a third-party security expert, with a view to updating policies to meet audit requirements and to align with ISO 27001 standards and best practice. • Significant work on key policies was carried out including Remote working Policy, Incident Response Policy, Mobile Device policy and all associated procedures.
Risk
• The Corporate Risk register has been updated for ICT. It currently includes one key significant risk for Cyber. A number of measures taken in 2021 have significantly increased our resilience to cyber threats, but these are ongoing, and vigilance is critical. • Furthermore, a number of training exercises were conducted for the organisation and within ICT Department to raise awareness of cyber security.
