A further contract notice for Phase 2 was placed on the E Tenders website and the OJEU, with a closing date of September 2017, to seek submissions from candidates for the delivery of more new homes using this procurement process. In Phase 2 of Competitive Dialogue, 7 schemes have commenced comprising a total of 154 homes and 2 schemes at Lower John Street and Ballinure Road, comprising of 22 new homes, have been completed. Further schemes have been shortlisted to progress to the next phase of procurement, involving a Part 8 process, or are at tender/contract award stage. Phase 3 of the Competitive Dialogue process was advertised in February 2021 seeking candidates for the delivery of further new homes, including for social, affordable and mixed tenure opportunities and as the deadline for submission has now passed, the assessment of projects is currently underway.

Capital appraisals were approved by the DHLGH for the construction of 49 housing units at Gerald Griffin Street. The enabling works have been completed for the development of the units for this project, which is now in the tendering process. The DHLGH has also approved funding for 51 units at Boyce’s Street and works for this project have commenced. The project at 5/6 Shandon Street/John Philpott Curran Street is now complete, with 6 of the units already delivered and the remaining 3 due to be handed over. The redevelopment of this important protected structure in partnership with the City Architects Department has innovatively provided a regeneration solution to a derelict city centre property.

Further funding has been approved by the DHLGH for the construction of new housing units located at Bramble Cottages (4 units), Errigal Heights (20 units) & Madonna House (6 units). Errigal Heights & Madonna House have been advertised for Part 8 planning and Bramble Cottages now has Part approval in place. A 3-unit development at Glenamoy Lawn and a 1-unit development at Kerry Road were both Part 8 approved in January 2021 and are now progressing to next stage approval. In addition, a 64-unit development at Poulavone, is now progressing to the tender process in July 2021. Two further projects have funding approved by the DHLGH at Cloverhill Court and Westside under an innovative Volumetric/Offsite Construction delivery solution and are currently progressing to Part 8 design. Funding has been approved by the DHLGH for the construction of new housing units located at Foyle Avenue (3 units) and 7-unit development in the Hollywood Estate. Foyle Avenue has been tendered and Hollywood Estate has Part 8 approval in place and will move next to tender stage. A development at An Choilleog, Blarney, of 18 new homes, has also been handed over to Cork City Council from Cork County Council, providing a number of suitable homes for both general need and special need, including provision of bungalows. Rightsizing: The City Council, in recognition of a changing demographic, is developing a strong programme of delivery in its Rightsizing Initiative. The award- winning complex at Arus Mhuire (30 homes) is a designated older persons’ complex, housing homeowners looking to downsize and transfers for elderly tenants requiring more suitable accommodation. Tuath are managing the complex for Cork City Council. The project won an award at the ICSH Community Housing Awards under the “Housing for Older People, Large Project” Category and most recently in November 2019 won a Chambers Ireland Excellence in Local Government Award in the Local Authority Innovation Category. A similar scheme is now under construction at Springville House, Blackrock Road, (35 homes) and a further two projects at Sunview, South Douglas Road (25 homes) and Hawkes Road (24 rightsizing homes) are now at contract award, with construction to commence in Q2 of 2021. Further turnkey developments have been delivered recently at Ard na Ri Banduff (20 new homes), and under Part V at Ballinglanna (16 homes) and Lehenaghmore Togher (50 homes).

Affordable Housing:

Cork City Council is advancing a programme of delivery of affordable housing which can be summarised as follows:

Boherboy Road - Serviced Sites Funding has been obtained from the DHLGH for the provision of affordable housing on this site which is proposed to deliver a total of 153 homes, comprising 116 affordable homes and 37 apartments for social housing. The procurement process for detailed design and construction of the scheme has been completed and construction commenced in late 2019 with delivery to commence on a phased basis in Q4 of 2021.
