High Level Goal 2 – Partnership, Inclusion and Equality

The CCPPN submission was developed based on focus groups, one-to-one discussions, submissions and in-person consultation with member groups at its plenary in May 2023. Given the very extensive list of groups consulted by the CCPPN – which includes some groups who submitted separately to the LECP and are dealt with below – is provided in the Annex to this section. The CCPN submission aims to make “practical, achievable steps towards a more inclusive and sustainable Cork City.” This submission is structured according to the 6 High Level Goals and recommendations relevant to High Level Goal 2 – Inclusion and Equality - (summarised as far as possible but with some non-strategic not referred to for efficiency reasons) are as follows: • Advocate for hate crime legislation and implement enforcement at local council level to safeguard against hate and intolerance. • Facilitate implementation of a public sector duty at a local government level, including a transparent reporting • Address barriers to recruitment for marginalised groups in Cork City Council, targeting a 6% level for Disabled People/People with a disability.Implement positive disclosure of protected status as normality with no negative impact on a person’s career. • Cork City Council to undertake an in-depth, proactive Equality Impact Assessment of housing allocation for compliance with its statutory, positive Public Sector Equality and Human Rights Duty (PSEHRD) with a focus on equality of outcomes. • Develop an inclusive City strategy to tackle barriers to marginalised groups.
