Purpose of CE Report __________________________________________________________________________________________________ Every month, the Chief Executive of Cork City Council publishes a report with the latest updates, statistics and figures from around the organization. This Chief Executive ’s Management Report is part of the reporting structures within Cork City Council and aims to:

• assist the elected members to carry out their governance responsibilities • oversee the executive in the delivery of policy that has been decided by council • provide oversight of the Chief Executive’s discharge of her executive duties

Contact Centre __________________________________________________________________________________________________

10,277 calls were received by the Unit in March, which is an average of 489 calls per working day. From mid-March, as the Covid-19 global pandemic escalated, our agents began to take calls associated with the virus, for example, queries about rent reviews as some employers closed and housing tenants pay was negatively impacted. Preparations also began; with the cooperation of the ICT department, to train additional staff in the CSU and put staffing contingencies in place. We began the process of relocating our call agents across several locations to comply with social distancing requirements. Some agents moved to the Old Cork Waterworks, while others relocated to the old Transition Office, and others remained in the CSU office. Over the course of the last weekend in March; following the announcement by An Taoiseach, Leo

Varadkar, that the country was to enter a two-week lockdown, the situation escalated further. The CSU was asked to handle all calls coming into the new 1800 freephone Covid-19 community helpline; launched to the public on Monday 30 th March and operating from 9am to 5pm. We were informed on 30 th March that the Covid-19 Community helpline should operate 7 days a week from 8am to 8pm. With the ongoing support of ICT and the dedication of our call agents, the CSU was able to meet this demand with effect from Tuesday 31 st March. The number of call agents expanded further in conjunction with this, thanks to the cooperation and redeployment of our colleagues in other directorates, allowing the CSU to pick up all calls and refer them onwards to our colleagues in the Community section

Community Content __________________________________________________________________________________________________ Lord Mayor’s Blood Drive

During the week of 23 rd to 26 th March a total of 393 donors attended the blood donation clinic.

Each of those donations can save up to 3 lives and credit is deserved by the people who turned up in such numbers; especially during such a stressful time. A consistent number of donors attended across the four days and this is a fantastic achievement when people are restricting movements and trying to staff at home.

The IBTS has expressed its gratitude to the lord and Lady Mayoress.

Library Service __________________________________________________________________________________________________

As would be expected the Covid-19 emergency has had a huge impact on the library service metrics.

Libraries have been closed to the public since 12 March, following an instruction from central government. Visits for the month – just 10 days – were 25,465, compared with 75,051 in February and 76,108 in January. Similarly, items borrowed fell to 24,618, compared with 55,398 in February and 56,810 in January. By way of contrast membership is up – to 34,361; this is because of people joining to download online resources (where you need to be a member and have a PIN). While visits to websites is down, this is mainly because the single most prevalent reason for consulting the website is to check opening hours, and this was not required in the second half of March. Downloading of eBooks and eAudio books is up by a significant amount – up by 1,794 on February, an increase of 35%, and numbers are up by 124% on the same month in 2019. This is one spinoff from people being confined to home.

Cork St. Patrick’s Festival

Following the developing situation with COVID 19 in February, a risk assessment was conducted based on WHO guidelines and the safety of the event taking place. Based on the assessment, it was decided to cancel the parade and an announcement was made regarding the same on March 9 th . The Government subsequently announced a national cancellation of parades throughout the country. EMD and Seafest While the planning for EMD 2020 and SeaFest was at advance levels, the developing situation with COVID- 19 was monitored from late February into March about possible impact. Following consultation with the National Government and Cork City Council, the European Commission decided to postpone EMD 2020 and investigate alternative dates later in the year. Separately National Government, in consultation with Cork City Council, decided to cancel SeaFest 2020. Join announcements regarding both events were made on March 19 th . Discussions are ongoing regarding the possibility of rescheduling EMD 2020 at a later date. Creative Ireland The budget has been allocated and the Creative Team are working on rolling out the projects and making changes to reflect the Covid 19 restrictions. Criunniu na nOg is designated for 13 th June 2020. Cruinniu na nÓg will now be an online offering and the Arts Office is working with the groups involved. City of Sanctuary General Cork City of Sanctuary Initiatives Residents Forum (proposed) – consultative process to improve communications with residents in Direct Provision Sanctuary Mask Initiative – mask stitching project for use of people living in Direct Provision without access to PPE. Graphic Design for same produced by youth mentored by Cork Printmakers as per Arts and Culture Working Group Action Plan 2018-2020 supported by Creative Ireland funding Laptops for Lockdown – providing laptops to people living in Direct Provision to access information, resources and communicate Connect Call – launch of a dedicated number for people living in Direct Provision managed by Cork Migrant Centre and facilitated by the CCC call line. This call line is providing access to multi-lingual psychosocial supports. Line operators have been Garda Vetted and trained. Follow up letter to Lord Mayor and Council regarding action on Direct Provision through COVID19 crisis and beyond. Cork City of Sanctuary Arts and Cultural Working Group Initiatives: Creative Messaging Initiative to support call to action on Direct Provision through COVID19 crisis and beyond.

Sport & Sustainability _______________________________________________________________________________________________ Marathon On 16 th March, a decision was taken to reschedule the Marathon from the June Bank Holiday weekend to Sunday September 6 th . At that point, over 2,000 participants had entered and were automatically deferred to the September date. Given the unprecedented circumstan ces, those who couldn’t make the rescheduled date were deferred to 2021 or were granted a full rebate. To end of March, 67 refunds were processed, amounting to €3,879.59. Twenty - seven entries were deferred to June 6 th , 2021.

While the viability of hosting the marathon in September remains uncertain, cautious preparations are continuing but will be reviewed on a weekly; or where necessary, daily basis.

Marchathon 2020

The National Smarter Travel Workplaces Marchathon 2020, coordinated by the National Transport Authority, finished on 27 th March and this year Cork City Council’s workforce had 19 teams participating in the challenge.

These step challenges are particularly useful to increase awareness of how much or how little walking we do every day. The formation of teams encourages participation and running the challenge over 4 weeks helps to form good habits. Cork City Council teams fared very well in the national leader boards, with two of our teams neck and neck on 10 th and 11 th places nationally. On the Desk-based leader boards these teams fared even better, finishing at 6th and 7 th places respectively. Congratulations to all participants. FAI/Cork City Council Development Officer The FAI has launched a new Homeskills programme, which is an online coaching skills programme for young players. Cork City Council’s Football Development Officer, Ray Claffey, is assisting in this programme by coordinating a series of tips for these online coaching sessions. This programme will run daily from Monday to Friday at 11am, with FAI prizes awarded to the best online videos posted by participants.

Cork Sports Partnership - Keep Cork Active Cork Sports Partnership has developed a new resource, the ‘ Keep Cork Active’ booklet and online resource, with the support of Cork City Council, to support people of all ages and abilities to keep active during this uncertain time. Examples of some activities included are a variety of home exercise workouts for all ages and abilities, sports skills and challenges for the young and not so young, as well as interactive games and activities for the family. This is complemented by a Health & Wellbeing section for everyone which is largely guided by public health recommendations and advice.
