• This is the “number one priority,” and the lack of supply has “the potential to impede FDI and Cork’s ability to attract and retain talent.” • The transformation of the Docklands offers great potential but to open up that potential the M28 must be delivered as soon as possible. • The submission recognises the “great progress” made by Cork City Council but recommends further a “new assessment of housing for the specific time period” of this plan. • The Chamber advocates emphasis on use of vacant space and above-the-shop living with easier requirements for refurbishment. • The LECP should focus on removal of stumbling blocks to the provision of more housing and welcomes the increase grants for vacant and derelict properties. • It calls for sustainability to be placed at the heart of decision making on housing and for proximity to public transport to be the cornerstone of future design. Economic Growth, FDI and Enterprise Development: • Overreliance on private cars (evident from SWOT analysis) and the need to provide affordable housing close to public transport are cited as threats to FDI. • The provision of sustainable infrastructure and utilities (water, power etc) and a lack of greenspace and active travel infrastructure will enhance further investment and job creation. • Skills shortages are directly linked to lack of affordable housing and upskilling programmes targeted at disadvantaged areas could deliver a “win-win” in addressing both skills shortages and, at the same time, inequality, and disadvantage. • New business supports should be established for businesses at seed funding and beyond. • A “Central ideas/incubator” hub for sustainability ideas should be established to develop the city’s capacity to become a green industry hub.
