Appendix 4 High Level Goal 4 – Economic Enterprise and Development

• Decarbonisation of commercial buildings in the city should be integrated into the LECP and Climate Action Plan as recommended in the Net Zero Cities Sprint task force. • l;kTo meet the government’s retrofitting target (500,000 homes at B2 rating by 2030) and combat fuel poverty, Chamber recommends: o Development of a new consumer protection strategy for vulnerable energy customers o A community energy advisory service to tailor support to peoples and businesses to access information, financial advice, and grants. o Address the split-incentive gap for the private rented sector where there is currently no incentive for tenants or landlords to retrofit. • Apprenticeship uptake in relevant skills areas need to increase to achieve sustainability targets and educational institutions, industry and the council should work together to achieve this. • A communications campaign should be undertaken in secondary schools to shift the cultural mindset towards greater appreciation of apprenticeships. • Cork city must prioritise climate resilience in the design of new buildings, streetscapes, and programmes to ensure LECP goals are achieved. • Aligning the LECP with the National Industrial Strategy for Offshore Wind will be key to maximising Cork City’s potential to become a leader not just in renewable wind energy but also hydrogen, energy storage and industry decarbonisation. • The LECP should ensure that Cork has a strong voice in the renewable energy agenda, and that the Port of Cork’s Masterplan ad grid infrastructure is integrated into it. • The LECP should examine achieving synergies between green and blue infrastructure to promote placemaking and tourism, using assets such as the river Lee. • The LECP should promote funding for research, development, and innovation for climate technologies.
