Appendix 5 High Level Goal 5: Safe, Accessible and Resilient Neighbourhoods

Referring to the Planning and Development Act of 2014, this submission stresses the matters “to which local authorities and the Local Community Development Committee (LCDC) must have regard to in preparing the LECP, including: • The need for cooperation with and co-ordination of its activities with those of other relevant local authorities, public authorities, and publicly funded bodies. • The need for consistency with policies and objectives of the Government or any Minister of the Government or other public authority that may affect or relate to the promotion of economic and community development. It states the NTA’s LECP relevant responsibilities including reparation of the Cork Metropolitan Area Transport Strategy (CMATS) and states that the formulation of goals and objectives therefore should be cognisant of travel patterns and transport demand within the functional areas defined in the Cork City Development Plan’s Core strategy and at MASP and regional. On that basis it recommends that the LECP emphasises the crucial role which the integration of land use and transport planning and coordinated policy-led transport investment will play in achieving all of the LECP’s goals and objectives, in particular those in relation to High Level Goal 5 “A City of Safe, Accessible and Resilient Neighbourhoods and Communities” and in relation to High Level Goal 6 “A City leading on Sustainability and Climate Action”. The key recommendations in relation to this High-Level Goal were as follows: • Urgent Legislation against Hate Crime and proactive Policing against Hate Crime. • Public Sector Duty on Rights and Equality: Regularly report on government actions and initiatives to fulfil public sector duty on rights and equality. • Resource Allocation for LGBTI+ Support: • Promotion of Community Integration (opportunities for integration of diverse groups and necessary resources to support their unique needs) • Infrastructure for Safe Mobility through infrastructure prioritising cycling, walking, wheeling, sustainable transport, and individuals with disabilities. • Increased local participation: Encourage initiatives like citizen panels & assemblies, focus groups, ensuring diverse community representation. • Ensure adequate street lighting in public spaces.
